Please check the Start When qualification might be you have given wrong if it is, then make it correct. and also try to change the goal time and give a try.

This could be a corrupt SLA. 'Rebuild' your SLA one at a time. I have seen people select multiple SLAs to build at once and this causes issues.
I have already seen this kind of issue and it was linked as said upper by RM due to bad Start When condition...
For instance by saying Start When Status=New instead of Status>New.
Can you show an example of the starting conditions?
As its happening for all the incident,Please check the filter used for start when qualification.
May be some error in processing the filter.
What is your reported date,Response and resolution time?
