You can give "Infrastructure Change User" permission only to your team mates who works on Changes.
And make sure that they are members of required Support Groups only.

If I have well understood your question, you have some specific groups that have only Change User and no Incident User and expect to see only them in change management module.
It's not the way the solution actually works.
In change management, for change coordinator and change manager, the list of displayed group is based on Functional Roles whereas it's not the case for Change Implementer and Incident Assignee.
Thus, every group created on the solution is visible in Incident Assignee Group, and when the group is selected, you will see every "People" attached to this group even if the concerned person has no Incident Rights...
It is the OOTB behavior.
To members of the support group you want to be restricted only to CM system, give only change related functional roles to the members of this group and things should work fine.
The Users will only access to CM but their support group (even if there are only CM Users) will be visible in Incident
Yes, i checkd that now. it shows up in assignee group on INC form as that is not based on roles.
I would think of the requirement as a possible RFE candidate for BMC, so have a feature of associating SGPs with Apps.
