Access your profile from people form and go to notifications tab and choose clear on the notification language and then save, this will reset the notification language and also reset your preference file, now you should have a standard view.
do you have the active link logs when opening up the incident management console?? to figure out is anything being done by workflow...
I was caught in similar problem but after restarting server it got resolved.
Note that if you are viewing a watch list then company and view by fields will be disabled in user tool and browser as well.

As I mention when I face this issue on IE I face the same issue on user tool also or u can say vice versa.

basically the behavior of an application in the user tool(thick client) and browser (thin client) irrespective of what browser you use should be of same....this is the way it should be if there is some difference then it has to be scrutinized whether the defect lies in the midtier(browser end) or in the user tool end....by analyzing it
until there are any specific exceptions to the browsers...and if you end up having differences from one browser to another it could be some setting difference in the browsers...that makes the difference...
