Yes. This is feasible. For this, you need to configure an email service, the info related to it can be obtained form "Getting Started Guide" and also do corresponding settings in "Incident Email Settings" of Application Settings.
Send the email with incident fields filled-in using delimiter configured in Incident Email Settings and To-address as the address configured in email service.

There should already be an email listener configured for new incidents; check in the setup area. If someone sends in a free-form email, the body is put in the description field. As mentioned, you can use key words and delimiters if you want to set fields to specific values (i.e. category to applications, impact to medium, urgency to medium). You can even allow "unknown" addresses - it creates a ticket with a "guest" as the user name (the email address is included in the description field). If you don't want to allow that, that's just a configuration option.
Documentation should have it all.
