not a good one and i have not tried it but still
as a workaround have you tried copying and pasting incident template id something it would start like HTP000000025....
you can do a export of the Templates from the user tool having these '2' columns id and name of the template and then try to create a branch when configuring decision tree...
if you have the active links clicking select incident template button then we can see what is the qual getting set to the incident template selection table field for a fix...
Not sure what version you are on; this works fine in my 7.6.04 unpatched system.
One thing to check is if the authoring companies are the same on the templates as on the decision tree. That's usually the issue when something like this doesn't work.
