Some ideas (PATROL Agent-based):
1. Some aspects of monitoring files, directories can be realized through "Monitoring Studio KM by Sentry Software"
2. For changes in permissions, I think, you must build you own KM.
3. Limited sets of monitoring for your cases (check presence of certain files in the directory), can be realized via "PATROL KM for Log Management". This KM shipped within "BMC Performance Management for Servers"

Your objective might be accomplished using PKM for Log Management with
Details can be found in PKM for Log Management User Guide. Essentially, PKM
Management has the ability to treat output of a script as if it were a log
file. So you can
monitor most anything you would like. However, this is strictly related to
text and there
is no ability to add new parameters and such. If you need more than can be
with PKM for Log Management, you might look into SENTRY Monitoring Studio.
Someone mentioned in an earlier thread that this can be accomplished using
SENTRY MONITORING STUDIO.
I think that's a good suggestion. Also, I mentioned earlier that you could
use PKM for Log Management using
type=script (requires you to write a script with the logic/criteria you want
to use). And then there's writing a
custom KM. Writing a custom KM gives you the greatest flexibility, however,
it requires that you develop
the KM, which is a learning curve if you're not already adept at writing KMs
