The newer versions of the applications do use Flash for dealing global fields that exceed the 4kb size limit for cookies. Is it possible that you don't have the flash browser plug-in installed on those users' system that are experiencing the error?

Yes, we have gone through all those settings as well.
We used flash page to ensure that it does use the flash. We do see that the content is being pushed to flash.
For some users we see that the content is being pushed flash and they still get error at one stage
For some users we see that they get the error and when we go and see the flash, there is no reference of the midtier site.
We even tested by taking out the SSO(siteminder), SSL, Loadbalancer and found that it was still giving the error.
Flash version is the same for all users as it is a package.
I have come across this error in the past, and it was related to a cookie problem on the local workstation. Flushing the users cache cleared it up....saw it 2 or 3 times and haven't seen it since.
We had this issue when we initially went live with 7.6.04 version. The reason mainly this was happening because of our integration with SSO which we use CA siteminder.
Eventually BMC did fix this in some hot fix they released in the 7.6.04 version. After we applied we never had this issue any more. Currently we are on 8.1 version and we haven't seen this issue anymore after the initial implementation.
