In fact in this case the unique server that is able to do this is the primary because you have it like an administrative and the activities to créate svt etc are administrative, regards, if want to create sla ir perform activities regarding administrative you would need to change the ranking way like you mention...

Thanks Joel, This question was because our customer did this job. We configured all svt on primary server using user tool. They accessed by web and load balancer directed them to one of the other members on the server group.
