How many logical disks can you see when you login to the non-working box (as the user PATROL is using)?
Do you have it working on another Windows box? If you do, try dropping the config from that box onto the non-working box, via PCM.
Check error logs .err files, check system console window. Try putting on debug. Jon

Ideally if patrol user has permission on the logical disks and corresponding KM is enabld as well as added into pre-loaded KM list then logical disk should come.
However you can do the below 2 checks to know if Logical Disk is active at all on server.
1) Check whether is there any disabled KMs ruleset applied and if Logical Disk is listed in that ruleset
2) Get the report from PCM and check the active KMs and instances and check if logical disks is there or not.
