I have already checked it but I’m not able access the registry location on my browser. Seems like it’s not running on my tomcat. What if someone has unknowingly changed the registry location URL here? Is there any configuration file where I can cross check this?
If someone has changed it unknowingly then it’s bit complicated cases ☺. You need to find the webserver where UDDI is running and configure it correctly. ar.cfg also contains same information.
You can check “WSCRuleEngineRegistryInstallerInput.xml” which is located at <<AtriumcoreHome>> or /temp directory.

Please check main.xml file from $ATRIUMCORE_HOME/wsc/atriumws80/conf path for configured webservices details on your system, Also please confirm webservices tomcat service is running on your system properly.
Under MAIN.XML file there is a parameter ""bmc.atrium.war.dir"" associated with tomcat path, if tomcat is not running on your system then you can start tomcat from this path.
In your case this path should be ATRIUMCORE_HOME/wsc/atriumws70/conf
