Was the Channel Manager opening previously, or is it happening right from the start?
Are you doing an RDP to the console machine? If yes, open the Remote Desktop Connection by opening the Run Dailog and running the below command:
Try to open the Channel Manager once you connect to the console machine using the above command.

Previously I can able to open that.
one thing I notice was there is no java.exe process running
I tried with mstsc /admin and mstsc /console , no luck.
What is the OS version running on the server? Did you try restarting the tuner on the server.
Also, check the tuner history logs and launch.log on the console server for any errors.
what is the OS, On which you have implemented the server and console?
You can try the following on console machine:
1)Kill the java processes from task manager
2)Restart the marimba service
Also as Adil said ,you can check the logs to find out the cause for an issue
3 things to check ...
- Be sure that java.exe & tuner.exe are not running ...if they are kill them. Edit the properties.txt file of the tuner and look for lots of blank lines at the bottom of the file. If there are lots of blank lines, delete them. Then backspace over and retype the last character of the property at the bottom of the file and hit enter once. Save and close the properties.txt file and retry.
- Check the prefs.txt file for "garbage" at the top of the file ...like a bunch of characters like \\\\\\\\\\\\\\ or 00000000 or uuuuuuuu's all strung together. If you see that delete them and be sure to leave a valid property at the top of the file, save and close and retry opening channel manager.
- If neither Step 1 or 2 works, delete the channel manager channel and resubscribe via a command line using "tuner -remove <Channel_Manager_URL>" and resubscribe with "tuner -start <Channel_Manager_URL>"
This could be also be due to session affinity as well. It’s possible that you were starting tuner in user session earlier and were able to see Channel Manager. If tuner was restarted in service session after you logoff, UI would have gone to session 0 when you open Channel Manager. Check tuner’s prefs.txt or properties.txt and ensure ‘marimba.tuner.session.affinity=false’.
I believe mstsc /admin and mstsc /console would bring up the UI irrespective of the property 'marimba.tuner.session.affinity'. Am I correct?

If the tuner is launched by SYSTEM account at startup (as it happens by default), mstsc /admin wont help.
But if he restarts the tuner on the given server, the tuner would run in user context. In that case mstsc /admin will work, (except in the case where the Channel Manager is badly corrupted).
