Where would this parameter go? In the email template from the AR System Administration Console?

BTW: we're on ARS 7.1 and ITSM apps at 7.03. I had played with this parameter a bit with no luck, but maybe I was putting it in the wrong spot.
To be clear, what I'm looking to do is to have it show up in HTML for those people who receive emails in HTML or RTF format, and in Plain Text for those who don't. Currently those who view in Plain Text are seeing the HTML tags and we want to get rid of those without disrupting the formatting for those who view in HTML.

You would have create a place to store the user's preference of HTML vs. plain text and to add logic to send the right format. As you noted when reading an HTML formatted email as plain text users see the tags; the tags are technically text and since the email client is not parsing them they will be shown.
