You can write a Business Rule such that,
On Incident Creation,
Condition: if Category is DCTM and group is ServiceDesk
Action: Assign that to Operations group.
Schedule: after 30 minutes .
You should use DB-Lookup for Condition so that the only matched records will be assigned after 30 minutes.
Thanks for your reply. The only thing I don't understand is where to set the DB-Lookup to match records.

The DB –Lookup will be in condition tab of BR as one of the expressions(say expression 1) and you will compare this with expression 2(say DCTM )with appropriate comparing operator. This will form one condition.
You will have one more similar condition for Group.
