Most likely your environment requires a proxy for communications. Find out what those settings are and add them to the tuner you are using to channel copy.
There aren't proxy server in my environment for that reason I dont understand what happen with the copier.
Then you want to make the tuner proxy settings are not set.
One other item to look at is your local machine's firewall settings and make sure it is allowing the tuner's jvm to conduct outbound communications

Depends what you are using for your local firewall. Windows has its own however most anti-virus is packaged with some firewall software as well.
for windows you need to go to Control Panel -> System Security -> Under the Windows Firewall you will see "Allow a program through Windows Firewall"
The quickest method is just add the specific Tuner binary paths to the list:
C:\program files (x86)\bbca\lib\minituner.exe
C:\program files (x86)\bbca\lib\jre\bin\java.exe
Did you try using Channel Copier command line. Try it on one of the channel, and if it works optimally, create a scirpt that copies the rest of the channels.
You can use telnet to test the port is open and working in both direction.
