How can Give all User access to have request on behalf of option (Entiltitelment)?
Entitlment and OBO are different features in SRM.
You can configure rules for OBO and entitlement for SRM App Admin Console.

On behalf of is set up in application administration/custom/SRM - check the docs. You can also in that same area set up entitlement rules; then, on the SRD, you can pick the entitlement rules you want to apply. Again, thoroughly covered in the docs.
