Michele,
That is something that we're looking at for a future release both for incidents and other objects. For now, templates may help assuming that you don't have too many different combinations of these. The user can also always start the new incident with the copy button which will open the New Incident page with defaults copied from the original.

"Modify all" can also be used; also, if they are incidents, on the incident console you can highlight multiple incidents and use the Quick Action "assign to me"....
