So, is Remedy publishing the web service and JIRA consuming it? Then you can map the attachment fields in the web service definition in Remedy.
we have a webservice that mapped the remedy field with JIRA.
As per my understanding Remedy is storing the attachment in sme another form,
for transferring the attachment which field from HPD:Helpdesk I have to map with JIRA field...

If you are knowledgable about web services, you can write a complex web service with fields from both the forms. The simple option is to create a new web service for the HPD:Worklog form, where the attachment for an incident is present. Then JIRA can use this second web service to get the attachment. The primary key will be the Incident Number JIRA gets from the first web service.
I am not much familiar with Webservices,if you could give me the steps that would be great....

you have to map attachment field (I don't know what is its name on your db...)... remember: not map attachment pool.
It is very easy to create a web service in remedy. You can find this in the Intergration Guide http://webapps.bmc.com/support/faces/az/prodversion.jsp?prodverseqid=187798&ic=0 (you need support ID).
You will have to be able to capture the Work Info ID that you are trying to read the attachment from, then you can use the Get Operation in the web service and use the attachment field in the output mapping. Then JIRA can consume this web service to get the attachments.
If you have a second thought, FTP can be very easy and convenient option.

I am not sure about the process you are implementing, but suppose you want to transfer attachments to XYZ host at a specific location on a perticular event -
Filter Action ( with appropriate RunIf ) -
PERFORM-ACTION-SAVE-ATTACHMENT ( returns 0 if successful )
FTP it from home server location to destination location.
FTP can be triggered by windows event, there are many other possibilities as well.
At destination, you can do whatever you wanna do with this attachment.
***This is a basic idea, can be enhanced a lot!

If yes, how can we do that?
I am trying to get the attachment from Remedy1 to AO to Remedy2.
But without attachment, rest fields are being copied to Remedy2.
Could you plz focus here to get the attachment using BMC AO - Web Service???

we have same proccess any ticakt create in remedy it should be create it in another system,,my question which web service we will use??remedy web serive to write in other system or another system web service calling form remedy to write in the aother application? can you please sharewith me the mapping and decoment?
If you want send attachment from remedy to JIRA web service ,JIRA WS should have base64 type support.you can verify this type in wsdl of JIRA webservice.
If not go with FTP.
