Allow instructions on Submit a Ticket

The recent changes to the 'Submit a ticket' window within Self Service are a massive improvement.  However, I feel it could go one step further by allowing instructions to be added to the top of the window as per the Request Definitions.

 

Smart suggestion are a great feature here, but until people type they won't see this and it may be beneficial to instruct people to look at knowledge or service requests before starting to complete this form.
