Enable CMDB Explorer to be launched prior to save of a new Incident

Currently when creating a new Incident from within the RF Console, the CMDB Explorer option under the Agent Tools menu is grayed out.  It would be beneficial for our Service Desk technicians to enter a Configuration Item for a new Incident and then be able to launch the CMDB Explorer prior to saving the Incident.  This functionality would allow them to review the Services related to the CI of this new Incident for possible causes of the Incident be related/linked Services.
