SmartIT RKM - Last Modified Date should only change if 'visible' changes are made to knowledge articles

Currently in ITSM and SmartIT Knowledge Management Console, the Last Modified Date for knowledge articles is misleading. The Last Modified Date is updated for several 'invisible' changes to the article backend data, including if the current date is on or past the Next Review Date and also if a user clicks any of the feedback options for articles in SmartIT or MyIT.

For our purposes, Last Modified Date is used to indicate if a knowledge writer/actual person, has made updates to the article. In order to be accurate, Last Modified Date should only be updated when a 'visible' change to the article content or Metadata (as displayed in SmartIT) have been changed.
