The Standard Changes are used to implemented Changes for which the Risk and Impact are under control and for which the step to do (thus the tasks) are clearly defined.
Most of the time, our customer say us that in fact, each standard changes must be defined through a template.
So I think it should be very useful to add a parameter that allow the customer to make the template mandatory when the change class is "Standard". (The example that came to my mind is to apply the same mechanism than for Service which can be made mandatory in rules).
For one of our customer we have developped this feature that is based on two aspects.
- If the Change Class is standard, then a template is mandatory
- If a template is applied, it is not possible anymore to change the class (which is inherit from the template).
