Submitter error - receiving error about submitter mode being locked on HPD:Statistics when opening Incident Management console.
Found a record in HPD:Statistics where the ogin name value in the User field did not match the case of the Login Name of the User record. Once record in HPD:Statistics was deleted, the error no longer occurred.
