    PROBLEM:

BMC Transaction Management Application Response Time 3.9.00

I am monitoring one URL using URL Checker and found that there’s no data collected from 08:50 AM to 09:15 AM.

From TM ART Central, there’s availability error captured. (WebEngine: 42 – Operation Timed Out!)

    SOLUTION:

    Legacy ID:KA351664

ERROR: WebEngine: 42 Operation Timed Out.

The above error is generated by the following causes :

    1. The network across which the request/response were delivered was congested.

    2. The server was either too busy, down, did not send a response in time, or actively rejected the connection.

If the server shows poor performance (e.g., high CPU or memory utilization) then you may need to work with the server administrator to tune the server.

If the server shows it was performing well under load then the next step is to look at the network.

You may need to restart the TM ART services.

In regards to your question, the availability column shows zero value if the connection is not available and 100 value when it is available.

The condition of "No data" comes when it is trying to make the connection however the connection is not possible or there occurs any timeout while performing the connection or if the server shows poor performance (e.g., high CPU or memory utilization).
