    SOLUTION:

You may want to use the ctmsuspend utility. Please review the utility guide for ctmsuspend.

The ctmsuspend utility will allow to start Control-M/Server in suspended mode, that means, some of the process will be started and it will allow to establish the communication with the Control-M/Enterprise Manager to see the last status of the active Job File ( AJF), however in this mode, no jobs will be automatically submitted neither will the jobs status will be tracked.
You will still be able to manipulate jobs in the active environment via the CONTROL-M/Enterprise Manager GUI or the ctmpsm CONTROL-M/Server utility)

    1. If the ctm server is already up and running, you would run the following command to suspend the control-m server (please review the utility guide first) :
    ctmsuspend -s

This will cause the control-m server to be stopped and restarted in suspend mode.

*** Be sure to issue the ctmsuspend -r when you are ready for the ctm server to resume ****

    2. If the control-m server is not up and running then consider the following:

    A. You may want to set the control-m server to ignore status in the control-m configuration manager, this will stop the control-m configuration manager from trying to start or stop the control-m server. Once you are ready to resume, be sure to set the control-m server back to the correct status in the control-m configuration manager.

    B. Then you issue the following command on the ctm server:
    ctmsuspend -s

This will cause the control-m server to be stopped and restarted in suspend mode.

*** Be sure to issue the ctmsuspend -r when you are ready for the ctm server to resume ****
