If the database has not been recently stopped or started, then the message indicates that there is a problem in starting the database.
       Please do the following:
       1) Stop the appserver (in the Windows Services GUI or '/etc/init.d/BMCPortalAppserver stop' on UNIX)
       2) Open a shell session (e.g. DOS, telnet, ssh, etc.) and issue the following:
       sqlplus /nolog
       SQL> conn sys/manager as sysdba
    SQL> shutdown
    SQL> startup
    SQL> shutdown immediate
    SQL> startup mount
       3) Send the following to BMC Support:
       a) The output from step 2
       b) The portal log:
    c) The datastore logs:
(Include the *.log & the *.trc files)
Note that rebooting the datastore server will probably not resolve this.
