No User permission for NetApp DataFabric Manager Users are required for storage provisioning through CLM.
However one need to have some licensed features of DFM (DataFabric Manager) server enabled on the DFM server. Below are the details about the license:

    C:\>dfm license list

    FeatureLicense CodeSerial #NodesExpirationComments
coreXXXXXXXXXXXXXXdemo117 Jan 2038This is the core DFM functionality
    bizconXXXXXXXXXXXXXXdemo25025 Sep 2011
srmXXXXXXXXXXXXXXdemo25025 Sep 2011This license is required for CLM to communicate with DFM
dataprotectionXXXXXXXXXXXXXXdemo25017 Jan 2038Required for Protection Policy
provisioningXXXXXXXXXXXXXXdemo25017 Jan 2038Required for Provisioning Policy
disasterrecoveryXXXXXXXXXXXXXXdemo25017 Jan 2038Required for Disaster Recovery

One needs to purchase and enable the above licenses on their DFM server (using "dfm license install <license key>" command)

There should be CIFS and NFS license on the filer as during provisioning of storage only CIFS and NFS shares on the volume gets enabled.
