    CAUSE:

AR System 9.x does not require the Oracle Client to be installed locally on the remedy server therefore now relies on the NLS_LANG variable to be set as an OS variable.

    SOLUTION:

System Properties > Advanced System Settings > Environment Variables.

    B. Add the NLS_LANG variable under the 'System variables' section.  Below is example for Unicode:
    Variable Name:  NLS_LANG
    Variable Value:  AMERICAN_AMERICA.AL32UTF8

    C. Add or verify if the NLS_LANG variable is set on Registry level under following location:
    1. Open Registry Editor.
    2. Navigate to following location :

    HKEY_LOCAL_MACHINE > SOFTWARE > ORACLE > KEY_OraDB12Home1

    3. Add or Update the values :
       Value Name : NLS_LANG
       Value Data : AMERICAN_AMERICA.AL32UTF8
