One step you probably missed is "Enabling AO exit routines".

IMS gives control to AO exit routines to do initialization and message processing.

BMC supplies two AO exit routines to do message processing: a Type-1 AO exit routine, DFSAOUE0, and a Type-2 AO exit routine, DFSAOE00.

The DFSAOUE0 and DFSAOE00 routines capture MTO messages and IMS commands and pass them to MainView AutoOPERATOR for IMS. They also perform the following functions:
    - provide an interface with your AO exit routines (if any)
    - automatically start up MainView for IMS monitors when IMS starts up
    - provide an interface between the Event Collector and the BBI-SS PAS for workload
    data collection
    - initialize the Event Collector

Our copy of the AOI exits (DFSAOUE0,DFSAOE00) must be ahead of IBM's or any other vendor's exits.
If you have any of these exits in other libraries (in IMS region STEPLIB DD or LINKLST), you need to put the BBLINK ahead of these LOAD libraries.

Please check if any of these libraries (in IMS region STEPLIB DD or LINKLST) has these AO exits, if so you need to put the BMCLINK ahead of such a library, or you can rename the user DFSAOE00, DFSAOUE0 to something else so that our copy of the AO exits can be invoked.
