       Server Group: Why after modifying the Administration flag, it takes some time to have an Administrator flag put back into any server?

    Checking the servgrp_board table, the administration flag is NOT "1" but "0" for all servers.
    However, "pendingsignals" are set to 1 on the other servers.
       eg. SQL> SELECT * FROM servgrp_board;

    NOTE: All server in the server group have the flag "Disable Admin Operations"
    SG_OP_ADMINISTRATION  is the first position: 1 
       The fixed server operations have pre-assigned numbers as following that match the values in the servgrp_op_mstr table.

      Server group ranking changes are NOT immediate.The servers need to resync with the other servers. The syncronization takes two(2) check interval times before the changes are applied on the remaining servers.
    This means, changes can be piled and delayed if the pending signals keeps changing within the check interval time.
      Once the synchronization is completed, the operation is passed to the next server.
      However, local operations are immediately applied. If you have changed the server group ranking on the administration server, the local change will happen instantly and the others server will need to wait for the next two(2) synch intervals to activate the current change.
      The next synch interval is specified on the Server Information form > Advanced tab.
