    PROBLEM:

    After installing a fresh copy of Atrium Webservices 9.1.04 with Tomcat 8, gets Error java.io.FileNotFoundException: ... derbyLocale 


    CAUSE:

    Found out that Tomcat 8 has the specific jar scanner configured which causes these error messages to be exposed


    SOLUTION:

    After confirming with Engineering that the derby locale related error messages are not causing any impact on the product features, we found out that this happens only when using Atrium Core Webservices with Tomcat 8x;  With out-of-the-box Tomcat 7x that we ship with Atrium Core Webservices, this error message does not occur. 

    To workaround these error messages, one can do the following

    - Search catalina.properties (default location is CATALINA_HOME/conf)
    - Search for property tomcat.util.scan.StandardJarScanFilter.jarsToSkip in catalina.properties and add derby*.jar

    This will skip from scanning derby jars and avoid those exceptions.
