    PROBLEM:

    AR/CTL could not restart properly if a file was using the EXTEND option even though no changes had been made to the file.


    CAUSE:

    Files with the EXTEND parameter we not being correctly handled in restart.


    SOLUTION:

    Apply PTF BQQ4537
