The SVOS startup for 7.9.00 fails because the hardware CPU model does not have the z/Architecture facilities needed.
The Customer is not able to run or advance to 7.9 of MV/SRM without first upgrading their z/Architecture to ARCH(9) or higher.
This requires at least a z196 CPU (2817, introduced in 2010).   Customers who have encountered this have been running z/10 machines with ARCH(8).

The MVSRM instructions requiring various z/Architecture facilities were inserted into release 7.9 a year after 7.9 was GA.

MV/SRM release 7.8 will continue to run on older ARCH(8) systems through 2020, even though IBM will drop support at the end of 2019.
