    PROBLEM:

    Windows patch analysis failed with the following error:
    - TSSA 8.9 SP3 (BSA 8.9 SP3)
    - RSCD agent version on the target: 8.9.03

    When manually executed the command on the target, it failed with the same error:

    CAUSE:

    Agent upgrade issue (not properly updated 'sbin' folder under "[RSCD agent install dir]\RSCD"


    SOLUTION:

    Check the version of 'BLPatchCheck2.exe' with below. This should show as 1.5 with agent 8.9.03 and version 1.6 with 8.9.03 P1

    If it shows as 1.4, it suggests a problem upgrading the agent where this file was not replaced. (perhaps in use or locked at time of upgrade.)

    Uninstall the RSCD agent, clear the existing folder and re-install.


    The second cause:
    New Shavlik content is SHA2-signed, whose signature verification requires certain PKI certificates to be present on the target. These certificates are part of the Microsoft Trusted Root Certificates program and typically require internet access to obtain. If the system being patched does not have internet access or is otherwise prevented from receiving the Root Certificate updates this error can occur.
