PROBLEM:
The Application Service does not start after a product upgrade. In qpas-wrapper.log the following messages are getting logged:

STATUS | wrapper | 2017/12/01 18:12:05 | JVM Restarts disabled. Shutting down. STATUS | wrapper | 2017/12/01 18:12:05 | <-- Wrapper Stopped
The installer log shows "1 NonFatalErrors" (or more) and an error description like this for the error:
Additional Notes: ERROR - This command variant may only be run with qpas down
CAUSE:
The Application Service (qpas) was running during the installation causing one or more files not to be installed.
SOLUTION:
Roll back the installation, for example from a backup, and retry the upgrade, making sure that none of the services are running or are getting automatically started while upgrading.
